After its mission to China in February, the WHO recommended countries outside China with imported cases and\/or outbreaks to \u201c<strong><em>prioritize active, exhaustive case finding and immediate testing and isolation, painstaking contact tracing and rigorous quarantine of close contacts<\/em><\/strong>\u201d- see page 21 of the <a rel=\"noreferrer noopener\" aria-label=\"Report of the WHO-China Joint Mission (opens in a new tab)\" href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/who-china-joint-mission-on-covid-19-final-report.pdf\" target=\"_blank\">Report of the WHO-China Joint Mission<\/a>.<\/p>\n\n\n\n<p>2. This was repeated by Dr Michael Ryan, Executive Director, WHO Health Emergencies Programme on the Andrew Marr show on 22 March:<em> <\/em>\u201c<em><strong>What we really need to focus on is finding those who are sick, those who have the virus, and isolate them, find their contacts and isolate them<\/strong><\/em>\u201d<em>.<\/em><\/p>\n\n\n\n<p>3. The epidemic is at different stages in different parts of the country. Professor Anthony Costello, Professor of Global Health and Sustainable Development at University College London, writing in <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/25\/mass-covid-19-testing-is-vital-but-the-data-must-be-localised\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"The Guardian (opens in a new tab)\">The Guardian<\/a> on 25 March 2020: <em>\u201c<\/em><strong><em>Rather than adopting a one-size-fits-all national policy, we need to devolve power to our local authorities and their public health outbreak teams.<\/em><\/strong>\u201d <\/p>\n\n\n\n<p>5.
